Conflicts 'hampering progress'

Political conflict and infighting are holding back progress at a Scottish local authority, a report has revealed

The criticism was levelled at West Dunbartonshire Council more than one year after a series of recommendations were drawn up to improve services.

The Accounts Commission said councillors' behaviour has at times "fallen short of expectations".
