Ministers plea over rights claims

Scottish ministers have urged Westminster to take action to stem a flood of human rights claims from prisoners.

Justice minister Kenny MacAskill said Westminster was giving the plea a sympathetic hearing, but warned that the time for action was short.

The Scottish Government wants Westminster to make an order under the Scotland Act before the end of this month to enable "urgent" legislation to take place at Holyrood before the summer recess.
