Landscape Vs. Health. No Contest

Why, and on whose authority, is there a mass clearence of trees & shrubbery in South Lanarkshire? It is happening everywhere in the area, from Public parks, & roadsides, to Motorways. In fact the planted areas on motorway verges are there for the purposes of absorbing the noise of passing traffic & catch the pollutants of fuel fumes, asbestos dust from brakes, tyre dust etc.etc. Not to mention the effect it has on local wildlife by taking away there natural habitat. Was there any consideration put into these factors? or is it just another whim of some bureaucrat trying to make a name for him/herself.
